We designed a novel two-port test fixture to characterize devices in TO-8 cans with a VNA. We apply a two-tier calibration approach to characterize first the VNA and then the fixture. We account for the signal crosstalk and employ a set of tiny SOLT calibration standards, built on the TO-8 header, which we pre-characterized using an EM field simulation program. Measurements with the fixture yield highly consistent characteristics of de-embedded both the standards and test detectors up to 3 GHz.
