Do Jews as a Class Reside in Countries by Right or by Privilege?

Jews as a class were expelled from mediaeval England in 1290, from inquisitional Spain in 1492, from civil warring Tennessee, Mississippi and Kentucky in 1862, from Nazi Germany and other countries of Western and Eastern Europe in the 1930s and 1940s. Do Jews as a class reside in countries by right or by privilege? And is the source of the current Israeli Palestinian conflict the same denial of the right of Jews as a class to reside anywhere? Where was the unified Jewish voice and where is it today?
