Is Quantum Annealing Necessary for Optimizing Multi Reservoirs Operation

There has been many research about optimizing multi reservoirs operation using several kinds of operations research technique. Now, a new method of quantum annealing is appealing their potential to find better sets that minimize or maximize target function out of unbelievable numbers of possibility. It was said that traveling salesman problem has been solved by D-Wave 2000Q which is one of quantum annealing computer. Regarding multi reservoirs operation, we have to deal with multi target and multi constraints. For example, targets are listed as minimizing flood, maximize water storage after the flood, maximize hydro power generation; constraints are forecasted discharge, limitation of speed to open or close gates and so on. In the presentation, we are trying to formulate the problem of flood control in quantum annealing computer format, then the necessity and advantage of quantum annealing computing will be discussed.
