Capacity building for Caring for environment is essential for compliance to Global Agenda. Tbilsi conference on statutory guidelines on environmental education based on UNESCO/UNEP/IEEP,1977 advocates for Individual and community the basic capabilities of Attitude, Awareness, Knowledge and Skill. Space for students at all levels can empower the community caring the environment. Natural and Technological disasters are threatening quality of life and the only fragile earth. It is a matter of console that human conscience has been the winner in bringing threatening war heads and disaster risk reduction by informal and UN systems. The capacity building amongst nations by UN programmes in Disaster Management since decades are making a vital difference. Community capability building is also an important complimentary domain. Earth day Network, Clean-up the World are few examples. A review of the best practices in Science and Technological domain reveal a unique departures. Karnataka State Council for Science and Technology in Karnataka with 42 year credible past is a case for focus.

In this presentation the specific action required for community caring for environment since Agenda 21 are presented. Best practices in UN formats in Science and Engineering with regard to disaster management for the sustainable development goals UNSDG are discussed. Sustainable Zero or no cost Students and community models for caring environment are listed. Drones and small satellites and simple apps are becoming crucial in India . A review of Environmentally Sound Technology based on IETC UNEP for these Space Technological empowerment are attempted.
