Dr Philipp Amann is the Head of Strategy at the European Cybercrime Centre
(EC3). EC3 Strategy is responsible for assessing and acting on relevant trends
and threats related to cybercrime and cyber-security. Other key areas of
responsibility include driving innovation, managing EC3’s industry advisory
groups, prevention & awareness and internet governance.
He has worked in various fields, including the financial sector, global
disarmament, international law and on issues related to safety and security in
cyberspace, topics he deeply cares about. Dr Amann is also a member of
ENISA’s Permanent Stakeholder Group.
He held positions with the Organisation for the Prohibition of Chemical Weapons, the International
Criminal Court, OSCE and the Comprehensive Nuclear-Test-Ban Treaty Organization.
His professional experience is complemented by a PhD degree and a Master’s degree in business
informatics from the University of Vienna. He also holds an MSc in Forensic Computing and
Cybercrime Investigation from UCD.
Teemupekka Virtanen
Senior Adviser

Teemupekka Virtanen has worked 14 years at the Ministry of Social Affairs and Health in Finland. His current title is senior adviser and main duty is CISO of the Finnish social and healthcare system. Before current position he has been the chief security officer of healthcare information systems, head of the national eHealth project including national ePrescription system and national patient summary and the head of projects concerning new national eHealth services for citizens. Before this career he had a five years term as a professor in Aalto University with research topics of security in distributed and network based information systems and business models of security and quality, information security chief of State Council located into Prime Minister’s Office and Chief information security officer of the Finnish Defence Force. He is also an adjunct professor at Oulu University in information security management.
Wim Hafkamp

Z-CERT
Wim Hafkamp (1962) is an experienced senior manager with a demonstrated history of working in IT in financial services and in manufacturing industries. As information security professional - CISO level - Wim is skilled in ISO 27001, Risk management, Threat Intelligence and Information Privacy.
In April 2020 Wim moved to the Z-CERT foundation in the role of managing director. Z-CERT started end of 2017 as the cybersecurity expertise center for the Dutch Healthcare sector. The constituency of Z-CERT consists of hospitals, mental care organizations and academic institutions from all over the country. Main tasks of Z-CERT are incident triage and coordination, threat intelligence and vulnerability advisories.
Wim holds a bachelor degree in Business Administration and a master degree in Dutch law. In 2008 he finalized his Ph.D. study on incident and vulnerability response in ITIL oriented organizations.
